When thinking about a way to evacuate people, on the west end of Ramona, including myself, it would seem logical to find a way to reduce the bottle necks. If you look at a map, the closest point to disburse the crowds is highway 67 and Scripps/Poway parkway, lets call this point A, which gives a faster way to get to I15 and beyond than Poway Road, Highland Valley Road or Highway 78.  But get the highest point of people out we need a road from point A east to Wildcat Canyon Road, point B This gives the people in the Estates a way out and since it would cross Mussey Grade a way for Mussey Grade road people out.  This would loosen up the bottle necks on 67 between the parkway and Dye road.  This could be just a dirt road, fire road, that is gated and not open except in an emergency so that daily traffic on Mussey Grade does not increase.
Yes this would be expensive even for just a dirt road because of the need to acquire the land, but what is a saved life worth?
