If he he unresponsive or unwilling to allay your concerns then it is your right and responsibility to contact the authorities. In the case that he was (or you have sound reason to believe, i.e., dead plants on your property) using a listed chemical such as above then contact California Department of Pesticide Regulation at the Southern Regional Office 714-279-7690.
I will warn you that if you only suspect misuse and have no proof, there will be nothing done.
