RCPG Not Representing the South Ramona Residents-Solar Plant, Ramona St. Extension and More

Last nite the RCPG came dangerously close to shooting themselves in the foot.   They were going to vote against  barriers  anywhere on 67 within their Planning Area.

 

At the last minute,  one member asked to include the 67 stretch just east of Archie Moore, where 2 eastbound lanes  reduce to one.   So the decision was to approve center barriers from the west edge of the Planning Area up to Quail Rock.....but no barriers from Quail Rock to Dye.....I think we all can live with that.

Other matters that concerned me was the Team of Piva, Sprong and Chris Anderson (Chris acting as advisor to Piva and called in by   Piva)   interpreting the duties, authority and purview of Sub-committees. (remember, Committees and sub-committees are the backbone of both Chambers at the Federal level....many people don't really know that).

   Basically the decision was made that Piva must approve a sub-committee agenda before a sub-committee meeting  can be held.  Also, when Donna Meyers (Chair of the South sub-committee) asked why the   solar farm, the Dye Rd Extension, the Ramona St. Extension never went before the South sub-committee for consideration, Piva responded that the 2 road projects went before the T&T subcommittee and the Solar Farm went before the Design Review sub-committee.

 

If one uses the U.S. Congress and Senate as a template, Piva should've realized that ANY ITEM, CONTAINING TOPIC MATTER THAT COMES UNDER THE JURISDICTION OF MORE THAN ONE COMMITTEE,  THAT ITEM  WILL BE SENT TO MORE THAN ONE COMMITTEE....i.e., any one RCPG item can (and should) be heard by more than one committee/sub-committee.   Personally,  I felt as if the RCPG was even further hi-jacked last night.  I was hoping some of the members, other than Donna Meyers would have stepped up and challenged the Chair but there were no takers.....unfortunately, Kevin Wallace was not present.  How the hell can anyone not send and item to the South Sub-committee when the project in within the boundaries of its jurisdiction is beyond basic democratic principles  .....and an insult to all residents in the South area of Ramona.
